I would like to propose the creation of an ICS 215E form and process that would assist in the identification of environmental issues and permits required for the work assignments identified upon the ICS 215, Operational Planning Worksheet. This would allow the Environmental Unit in the Planning Section to provide work assignment specific information to be included in the ICS 204, Assignment List.

The first idea is using the news vans that normally spread out in a disaster as hubs to set up a wide area network communications during times for emergency management. The first idea is using the news vans that normally spread out in a disaster as hubs to set up a wide area network communications during times for emergency management. A sub system could be incorporated to set up in conjunction with the transmission of information over the news networks bandwidth. Bluetooth as well as wireless voice over Internet protocols would be very useful at times like this. My second idea is outfitting helicopters with wireless cellphone data capabilities by working with private companies. Imagine portable cellphone towers during times of disasters in an area like Moore Oklahoma. A helicopter could land almost anywhere and extremely portable in military aircraft to be transported and deployed in long range and stored in two areas like west coast and east coast sectors.

There are risks to drivers of deer crossings, ice filled roadways, severe fog, flash flooding, as well as that of tornados. To remedy these, I believe thousands of those informational signs, powered by solar, should be placed dotting along many highways. If a driver sees deer near a roadway, they would call 511 to report which mile marker they saw them. Then people of 511 would forward this information to these signs. This could be done if there is debris in the road ahead or slippery roadways are present ahead due to ice. These signs could direct people to tune into a certain radio station as well, for more information.
Problem area roadways could be monitored with cameras. Then if a problem were detected by video feed, they would forward this situation to these digital signs as well.
As it pertains to tornados, the biggest risks are to the ones stuck in their cars. Emergency managers should direct cars to highway ramps before where these tornados are to cross in both directions? These signs would point people to the exit number to take to that of area businesses. These businesses could
be to a convenient store, large big box store or a school, as examples. Then people would take cover in the food coolers or other strong rooms of these buildings. Bike helmets and blankets would be handed out to people as they take cover..

However, the need for appropriate security measures may also restrict information that can be valuable to the public. Informing the public and additional audiences during an incident is an ongoing cycle that involves four steps: Step 1: Gather Information, Step 2: Verify Information, Step 3: Coordination of Information (Internal), and Step 4: Dissemination of Information (External). Coordination includes, but is not limited to: coordinating between ICS Command and General Staff; coordinating between EOC participants; and obtaining approval from appropriate authorities before information is disseminated. Initial information should include: actions the public should take; impact of the incident; actions the response agencies are taking; actions businesses and industries should take; a summary of the incident; and overall steps to be taken by the government and by citizens to return to normal after the incident.
Information that is required to be excluded is information that satisfies the requirements of the CII Act of 2002 is protected from public disclosure under the Freedom of Information Act (FOIA), State and local disclosure laws, and use in civil litigation

The "Golden Hour" which is so critical to life is vastly diminished in a rural setting and life itself is placed at a distinct disadvantage. By utilizing a network of volunteer individuals and agencies in a matrix of designated graduated levels of need beneficial remedies can be effected. Just as not all Emergency Room visits are not actually "Emergencies" not all situations require trauma care. By early identification effective treatment can be obtained through rapid response in identification of appropriate local center of care (Church, school, First Responder site, etc.) for successful outcomes.
While we certainly welcome Federal participation and collaborative effort we do not wish to become involved in meanngless red tape that would delay the progressive actions currently underway.

Elder Care Advocacy of Florida is working with 2 Global Pharmaceutical firms to address this issue.
This falls under the National Framework under the provisions of Presidential Policy Directive 8 and could benefit our Nation in this effort.
Does FEMA have any interest in such? If not we shall continue to work with our Pharmaceutical organizations in the development in solutions for this critical need in our Nation today. We have been effective on a smaller scale in a local Florida area and have proven viability for such. While we would welcome Federal participation and collaboration we do not wish to become involved in a process that will delay implementation of the vital need for action.

The USCG (OPA-90) has already adopted this to include the responsible in the Command structure (Unified Command) on an incident. Staffing in an EOC is always an issue. With electronic tools, a virtual Joint Information Center (JIC) could be created as a resource in a area outside of the area impacted by the emergency. The virtual JIC model for this can be likened to a media newsroom where information is shared, processed, approved by management, and released over one or more of the growing number of information systems as appropriate. From a 90 character WEA cell phone message to full blown audio and video for broadcast TV and radio, might not this be added to the range of mutual aid resources within NiMS?

I think that there should be gridded weather data that shows accumulated scores within 1 KM grids that can be used with other data.

* Each Section could have a Joint Information Center Liaison who's job is to coordinate information with the PIO. Sections need to understand that all information generated within the command structure is public by default. Release of information can only be delayed, and only if releasing it would directly compromise life safety or violate a law (e.g.,HIPPA, PCII.). Establish guidelines for delay criteria.
* Change the PIO title to "Information Officer" and use the JIC to coordinate all incident information. Have a Assistant Information Officer (AIO) for Public Information who is responsible for working specifically with crafted messaging and the media. Mandate that this group collect incident data and publish it to the public in real-time unless it meets a delay criteria. There should also be a AIO for Warning.
* Streamline the approval process for incident information. The Incident Commander should be able to approve facts and crafted messages, but should not be required to re-approve facts for every different medium they may be published onto.
* Establish a Emergency Public Information Coordination Center (EPICC) like a MACC. That center will coordinate EPI across jurisdictions when multiple jurisdictions are independently responding to incidents.

As preparedness and homeland security grants and related funding likely diminish in the near future due to the current fiscal challenges and evolving priorities, the updating and enhancing of NIMS becomes even more important at this time. The challenge is to maintain and increase the value and appreciation of NIMS throughout the nation without financial incentives as the primary driver for adoption and compliance. Although it may be a rather cynical view, financial incentives have likely played more of an influencing role for NIMS adoption rather than the simple appreciation of the commonality of the incident command system for NIMS adoption, compliance and implementation. An analysis of the increase in compliance rates does appear to be correlated to guidance, mandates and requirements for grant access and distribution.
Since future preparedness and homeland security funding may not be as easily obtained during the life cycle of the next version of NIMS, we must incorporate an expanded and enhanced value of NIMS into the document to maintain and augment the appreciation of its importance for all hazards and the value of its adoption for the whole of community. Frankly, the next version needs to sell it even more beyond the converted. How do we do it?
