Develop a National Volunteer Chaplain Corp

Have DHS' Center for Faith-based & Neighborhood Partnerships develop a volunteer Chaplain program with the aid of the faith based disaster responbse organizations. Program should take into account what current organizations are requiring and doing so they can be incorporated as resources for affected areas. Develop a CPG to assit the faith based community and its tie in with the mental health community.

    For lack of a better name, Disaster Chaplains are there to deal with the questions of faith that often come up in disaster situations. They should be trained in Psychological First-Aid and peer-to-peer Critical Incident Stress Management practices so they can augment and support either mental health or social workers. I fully believe the human race is a combination of three things; physical, mental, and spiritual. While mental health and medical deal with one aspect, it doesn't address the other without possibly, depending on the individual, doing harm to a belief or world system built under another's faith. They would also serve as liaisons with the faith based organizations in the affected communities. What they would not be is postalizing for their faith as their main activity. If you have ever talked with a law enforcement, fire service, hospital, or military chaplain, they spend most of their time dealing with people and their concerns or problems, conducting services of their faith is actually a small amount of their activities.

    WHERE does a chaplaincy program not already exist?

    Do we really need a federal agency to take responsibility for such a program. And, if a federal government agency did take responsibility for a chaplaincy program wouldn't that virtually guarantee unacceptable limitations on the program?

    There are multiple chaplancy programs in the VOLAGs, each for their own faith. There are also chaplancy programs within Federal agencies also. The idea was a chaplancy program for the Federal disaster response force to sassist in their concerns. They would also provide a liason to the VOLAGs in the affected areas when surviors ask for spiritual asistance of their faith, these chaplains would facilitate those connections/cooridnaiton.
