Ken Johnson, Region 9 DAE, Telecommunication

I am interested in Apps for smart phones and I-Pads. I am also a Amateur Radio Operator and use my I-Pad on the amateur radio apps known as "ECHOLINK". This ties into many radio links and is tie into many city, county and state EOC's. This system is being used by amateurs in connection with emergency groups such as ARES/RACES.

Being a FEMA DAE I beleive an app should be looked into for use during disastors be able for FEMA Responders in the feild to communicate to JFO's. Also the capability to interface to FEMA HF FNARS Net.

Just some idea's for the think tank

DISAGREE: I-Pad on the amateur radio apps known as "ECHOLINK".

This is fine if the internet is functional and in service. It may work fine in a TYPE-4 or TYPE-5 incident but is a questionable reliability factor in TYPE-1,2, or 3 incidents.

Further, it is suggested that no application be employed at an incident until that application has been employed in several exercises and has evidenced positive results as recorded on a HSEEP compliant AAR/IP in regard to; COMMON OPERATING PICTURE, INTEROPERABILITY, RELIABILITY, SCALABILITY, AND PORTABILITY, RESILIENCY AND REDUNDANCY during multi-jurisdictional exercises.
