Security is Common Sense

The biggest problem Americans have with security is denial. Unlike Israel where security is taken seriously by professionals, American executives look at security as a burden... until something goes wrong. Ever notice the military can establish a "Green Zone" in war torn Iraq? That's because when we put our effort behind something we get it done. Likewise our political leadership ensure their everyday working environment is protected by armed guards. Shopping malls, houses of worship, schools or any public assembly area can be secured. Physical security needs to be taken seriously, that's the bottom line. If that involves many armed guards or just one then so be it.

Every location will be different but the principles are the same. We put our money in banks surrounded by security and armed guards but recoil at the same level of protection for our children or colleges? That is simply unacceptable. Our children are worth more than any amount of money. Disarming law abiding American citizens is not the answer either. They are simply not the problem or issue. We must look at the real threats, those who seek to do us the most harm and prepare on their level. Otherwise we invite another Beslan.

Prevention and mitigation activities, allowable within the scope of the law, should be in place prior to any breach of safety and security.Perform a Tier 1 vulnerability assessment for a given building using the Building Vulnerability Assessment Checklist in FEMA 426 and adjust the subjective risk assessment based upon the identified vulnerabilities. How prepared do we need to be? Prepared to the extent that no individual other than an employee, student, or teacher assigned to a school facility may enter that facility without prior authorization to avoid loss of life, injury, building damage loss of contents, and unauthorized access to records. How prepared are we? In general, public schools security, safety and prevention measures are either insufficient or non-existent. How do we prioritize efforts to close the difference? 1) Life Saving, 2) Incident Stabilization, and 3) Property preservation. The hypothesis is, if a perpetrator can enter a building without authority and launch an assault with firearms, that same or another perpetrator can use chemical, biological, radiological, or explosives in another incident. Justification for preventive mitigation: 1) Prevention of loss of life and injury, 2) Prevention of property damage and/or destruction. 3) Reduction and/or elimination of civil liability claims against the public entity. The suggested action: Solid doors requiring card-keys avoids an unauthorized individual breaking a glass window on a door to gain entrance. The reality: The urgency and necessity of another gun control law does not address the ‘CORE-ISSUE’ of unauthorized entrance or presence on public property and does not address another ‘CORE-ISSUE’ of other than a firearm can be used to exact similar results.

    In the event of an active shooter situation:

    Evacuate, Attempt to evacuate. Have an escape route and plan Leave your belongings Keep your hands visible, HideFind a place to hide Block entry and lock doors, Remain quiet and silence your cell phone or pager, Take ActionAs a last resort, try to incapacitate the shooter Act with physical aggression, Remember to always: Take note of the two nearest exits in any facility you visit. Be aware of your environment and any possible dangers. CALL 911 WHEN IT IS SAFE TO DO SO!

  2. I disagree because I'm optimistic we will find a better way before we need occupation-like safe-zones inside our own country.

The very idea that every place of significant public gathering in the USA including shopping malls and houses of worship should have armed Federal or state enforcement personnel at them is not only deeply disturbing but ridiculously expensive and well unconstitutional as most of those places are not government owned.

    security is always best where it starts with the individual, pay attention to your surroundings and what is going on not your text messages and call facility security or police if you see something legitimately suspicious.

    "Green Zones" are established in war torn nations for a lack of civil police and civil peace we lack neither in the USA.

NIMS provide a set of standardized organizational structures that improve integration and connectivity among jurisdictions and disciplines, starting with a common foundation of preparedness and planning. Personnel and organizations that have adopted the common NIMS framework are able to work together, thereby fostering cohesion among the various organizations involved in all aspects of an incident. NIMS also provide and promote common terminology, which fosters more effective communication among agencies and organizations responding together to an incident.As NIMS and its related emergency management and incident response systems evolve, emergency management/response personnel will increasingly rely on technology and systems to implement and continuously refine NIMS. The NIC, in partnership with the Department of Homeland Security Science and Technology Directorate, oversees and coordinates the ongoing development of incident management-related technology, including strategic research and development. Assuming this is true local law enforcement should refrain from disturbing federal law enforcement procedures. School administrators, managers, and supervisor personnel appear to be lacking in recognition that school buildings and properties are 'PUBLIC-FACILITIES' and all entrants within 'PUBLIC-FACILITIES' are subject to having ther person and articles within their posession searched and/or confiscated. After an incident school administrators, managers, and supervisor personnel only address the symptom or derivitive issues but fail to explain and/or justify why their personnel do not and have not implemented 'PUBLIC-FACILITIES' security procedures in practice on other 'PUBLIC-FACILITIES'. Acknowledging variances in laws, regulations, and ordinances within the various jurisdictions, it is generally against the law to block exist doors, block or wedge fire-doors, diable smoke detectors and fire-alarms, and smoke on any public property, smoke in any public building, or for minors to smoke. According it is generally unlaw for those to either permit or aid-and-abet such activities. The problem in this regard is that of school staff to manage and supervise the student-body and report unlawful activity on campus to local law enforcement authorities. According this lack of management, supervision, and control even includes failure to take measures to prohibit unauthorized entrance and presence on public school properties and buildings. All violations on public school properties need to be reported to local law enforcement immediately. Accordingly, there needs to be a zero tollerance policy in effect and practiced at all times. All students, parents, school staff, and the public need to be informed that any legal violation on public school property will be prosecuted to the full extent of the law.
