  Background:

  • The SOFR is a critical member of the command staff to advise the Incident Commander/Unified Command and General Staff elements on hazards affecting the health and welfare of responders and the public.

  • The SOFR functions require a 24 hour a day/7 day a week coverage tasking the SOFR to conduct the following activities:

  o Attend all incident planning, operational and tactical meetings to integrate health and safety into the response;

  o Conduct field visits validating health and safety hazards, as well as compliance with issued safety directives;

  o Ensure timely development of an incident-specific Health and Safety Plan (HASP) required by 29 CFR 1910.120, also known as a site safety plan covering, but not limited to, hazard risk analysis, personal protective equipment, environmental health support, engineering controls, safe work practices, and decontamination;

  o Manage the assigned Assistant Safety Officers (ASOFR) and Technical Specialists performing required health and safety-related duties and responsibilities;

  EAS mode for non weather-radios

  47 CFR 11 spells out specific audio tones that indicate an emergency alert is about to come. It would seem that someone must have a radio that cuts out the speaker unless the EAS start tone comes through. Then people who have table radios could switch them to a mode that tunes it to a preset local EAS station frequency when the device is set to an "EAS" mode rather than the "OFF" mode.   Then people who have table radios could switch them to a mode that tunes it to a preset local EAS station frequency when the device is set to an "EAS" mode rather than the "OFF" mode. I know that my weather radio has this mode. However, it only gives me NOAA weather alerts. Just extend this function for non-weather radios.

  2. Building concrete walls, 100 feet high, in a zig-zag pattern, in the way of know tornado alleys. Their efficiency could be modeled in a wind tunnel. While wind tunnels cannot reproduce air swirls, they can make 200 mph winds. These walls could also be fitted with lighting rods to dissipate the electric energy in the air.

  This would be an override system, that could immediately activate on the phone, tablet or GPS unit, even turning it on if the unit is off. An alarm would activate to notify the holder of the device. Also an application could be placed on I-phones, tablets or GPS units with a specific link to FEMA to activate an emergency beacon for rescue personnel. This would be satellite driven, in the event 911 or cellular /wireless service is not available. Finally, this could provide a real time interactive map to emergency personnel of all effected in the crisis zones and locations.

  Treat Tornado Threats like snow days

  When the forecast threshold reaches a certain point that shows the likelihood of tornado activity, school systems should consider closing schools prior to the outbreak of severe weather to allow children to be in areas where there is appropriate shelter. Schools close on snow days to ensure the safety of children and staff. The same approach could be used for severe weather.

  The Gap:

  Water Rescue Teams (WRT) are utilizing watercrafts (i.e. inflatables and jon-boats) that are not adequate to protect the WRT from the dangers of a flood and/or hurricane environment and are too unstable and fragile to safely transport multiple victims during said events. As such, the watercrafts are subject to puncture/tearing/sinking, the outboard engines/props are easily damaged due to the debris in the water and the Rescue Personnel (RP) are subject to repeated contact with or in the contaminated water.

  The Idea:

  To support the WRT and USAR Teams by utilizing purpose designed/built Rescue Airboats AND specially trained operators that will allow said teams to SAFELY and QUICKLY conduct flood and hurricane rescues while keeping ALL personnel out of the contaminated water and providing a safe/stable platform for multiple or mass-victim rescues.

  The Solution:

  To create Flood/Hurricane Airboat SAR Team(s) utilizing purpose designed/built Rescue Airboats AND specially trained Operators that (by being pre-deployed) will work WITH the local WRT and USAR Teams to conduct Swiftwater, Flood and Hurricane Rescues. By providing said teams with the Rescue Airboats/Operators, the safety, efficiency, and effectiveness of said teams will be increased far above what has been generally accepted as the “norm” for water rescue operations. Also, said watercraft can easily support fire suppression operations during these same events.

  Had to make that difference (U.S.) there because this idea at about the time of H-Sandy sprung from one of Israel but not exactly as is used there (if what was mainlined Media years ago was true and don't know why it wouldn't of been). But what was stated used there were of their preparedness kits and by my own definition was a roll of plastic,roll of duct tape and if civil defense was triggered that an "dirty bomb" had been deployed to quickly make your temporary plastic shelter using the duct tape taped on the walls inside your living quarters and stay put inside that make-shift temporary shelter until the all clear was given.

  More CERT training

  Hold more CERT training courses in the disaster prone areas. Offer it to all groups (schools, churches, clubs). This training does help prepare someone to handle all types of disasters. Let's face it the more that know, even a little something, are better equipped then those knowing nothing at all

  The community always gives the first response to an emergency or a disaster,if the community is prepared, trhis response will be better.

  Therefore,it is necessary to train local emergency committees with the partipation the general community, government and private companies, with churches,students,firefighters,police force, Red Cross and so on.

  Long term territorial reorganization,should be consedered in special cases.

  We can not forget that: God always forgives,sometimes men,nature never.

  Afordable metal shelters 30ft

  I came up with an idea of using HD metal culverts as storm shelters. At this time I only have a rought outline and scetches. The culvert is 30ft long,83 "wide X 57" tall. One end has a metal door, 10 g galv.steel with 6 turn lock handles on the inside. The other end is solid 10 g.steel. There will be 3 metal loops around the culvert that contain a base that can be bolted to the concrete base with four ...more »

  Finding survivors

  Might it be possible to sell or push the idea of using very loud whistles to be handed out minutes before a national disaster (especially at schools) or kept handy by others. Might making finding people alive in rubble 1 step easier when used.

  I would like to propose the creation of an ICS 215E form and process that would assist in the identification of environmental issues and permits required for the work assignments identified upon the ICS 215, Operational Planning Worksheet.   I have two ideas from watching the Oklahoma tornado communications problem. There are so many news networks in the area of the disaster and not much in the way of communications. The first idea is using the news vans that normally spread out in a disaster as hubs to set up a wide area network communications during times for emergency management.   I have two ideas from watching the Oklahoma tornado communications problem. There are so many news networks in the area of the disaster and not much in the way of communications. The first idea is using the news vans that normally spread out in a disaster as hubs to set up a wide area network communications during times for emergency management. A sub system could be incorporated to set up in conjunction with the transmission of information over the news networks bandwidth. Bluetooth as well as wireless voice over Internet protocols would be very useful at times like this. My second idea is outfitting helicopters with wireless cellphone data capabilities by working with private companies. Imagine portable cellphone towers during times of disasters in an area like Moore Oklahoma. A helicopter could land almost anywhere and extremely portable in military aircraft to be transported and deployed in long range and stored in two areas like west coast and east coast sectors.

If a driver sees deer near a roadway, they would call 511 to report which mile marker they saw them. Then people of 511 would forward this information to these signs. This could be done if there is debris in the road ahead or slippery roadways are present ahead due to ice. These signs could direct people to tune into a certain radio station as well, for more information.

  Problem area roadways could be monitored with cameras. Then if a problem were detected by video feed, they would forward this situation to these digital signs as well.

  As it pertains to tornados, the biggest risks are to the ones stuck in their cars. Emergency managers should direct cars to highway ramps before where these tornados are to cross in both directions? These signs would point people to the exit number to take to that of area businesses. These businesses could

  be to a convenient store, large big box store or a school, as examples. Then people would take cover in the food coolers or other strong rooms of these buildings. Bike helmets and blankets would be handed out to people as they take cover..

  Various Ideas

  First off I think that the 100 and 200 courses should be generic and not have a separate one for healthcare or federal workers, etc. Secondly, I think the IS 700 course should be deleted. The 700 and 100 are closely linked and are redundant. Next, online courses need to be adjusted so as to limit the options for cheating. I have seen many times where students have apparently cheated.
