  Incorporating Decision Support & GIS

  I agree full with incorporating GIS even more into the planning and decision making process, as well as into other operations activities. GIS is not just maps, it's a whole system to manage/analyze data for anything that can have, or be connected in some way to something with a geographic reference.   I agree full with incorporating GIS even more into the planning and decision making process, as well as into other operations activities.

  GIS is not just maps, it's a whole system to manage/analyze data for anything that can have, or be connected in some way to something with a geographic reference.

  There are a lot of people out there with an interest in GIS, but there isn't much training available for them (especially in emergency management).

  If you find a good GIS operator, it is amazing what kind of information they can generate. Don't just look at them as techs that you can stick in the corner; they need to be included so they can advise on what capabilities there are.

  Common Geospatial Information Processes

  Adopt a common standard for collecting, storing, and disseminating Geospatial Information.

  Fully embrace the DHS OneView system that hosts a great number of data layers and then allows users from the Whole Community to view those layers. Will build shared awareness.

  New arrival data from retailers

  Hello all. I am taking a GIS course and a FEMA class and started to wondering about evacuations. GIS can map household but needs current data. CENSUS data is great but not today current. I am talking about household with new babies, pets (dogs, cats etc), elderly etc. Who would better know than the retailers? I know we want to figure out how businesses can help in an emergency. What about with their data. Could ...more »

  I am taking a GIS course and a FEMA class and started to wondering about evacuations. GIS can map household but needs current data. CENSUS data is great but not today current. I am talking about household with new babies, pets (dogs, cats etc), elderly etc. Who would better know than the retailers?

  I know we want to figure out how businesses can help in an emergency. What about with their data. Could they build in their emergency plans a way to extract data for households with new arrivals to the emergency manager. This could be mapped to first responders.

  It would take a coordinated effort to design a common interface. Current data could make all the differences during an emergency.

  What do you think?

  Get the retailers: Pet-CO, Pet Smart, Target, K-Mart, Wal-Mart etc. to have a plan for household new arrival data in the case of an emergency.

  a. Formalize role of GIS during non-activation and activation periods i. Non-activation 1. GIS Admin works through Support Services & coordinates GIS activities for all other offices 2.   Through NIMS and ICS, the leadership of DHS and FEMA have directed the phased introduction of numerous operational standards designed to promote and facilitate interoperability for the Emergency Services Sector. Yet, to date, they are without voice when it comes to the single most important element of response – the ability to communicate “where”. As a result, we are geospatially adrift as a nation – every responder and emergency manager doing their own thing without thought about the implications of their actions.

  Long ago, the U.S. Armed Forces realized that effective delivery of mission required every part of a “response force” in an operational realm (air, land, sea) had to use the same language of location. Above all other possibilities, to include latitude-longitude, the base concept of the U.S. National Grid (Military Grid Reference System) was selected for land based operations. It’s now long past due that the executive leadership of DHS and FEMA do the same thing through a national policy directive.
