FEMA/States should create a national smartphone application where people can send pictures and text of individuals who are in need of rescue or assistance during a disaster using a smartphone (with gps derived positional information). FEMA/States should create a national smartphone application where people can send pictures and text of individuals who are in need of rescue or assistance during a disaster using a smartphone (with gps derived positional information). This would be a 911 type application and would require a solid plan. During a major event such as a New Madrid earthquake, this could serve to identify who needs help and where, with a picture for facial recognition. It could also help to facilitate body recovery and identification.
