  ICS / NIMS Training

  Whether by DHS or FEMA or the CDP, I think all involved need to re-think the limited training opportunities for ICS and NIMS training. They should begin offering more opportunities for ICS training so it may be given, and hopefully implemented, to more emergency responders in the event of a disaster. Ultimately there needs to be more people working on the same 'national-level' training system and thusly allowing better ...more »

  Whether by DHS or FEMA or the CDP, I think all involved need to re-think the limited training opportunities for ICS and NIMS training. They should begin offering more opportunities for ICS training so it may be given, and hopefully implemented, to more emergency responders in the event of a disaster. Ultimately there needs to be more people working on the same 'national-level' training system and thusly allowing better multijurisdictional interoperability during such large-scale incidents.

  The FEMA Mission is "to support our citizens and first responders to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards.”

  By bringing more ICS training to the table, we are better able to accomplish this national mission!

  The success of continuity programs is dependent on the availability of robust and effective communications to provide internal and external connectivity. An organization’s ability to execute its essential business functions at its primary facility and at its alternate or other continuity facilities, as well as the ability of the organization’s senior leadership to collaborate, develop policy and recommendations, and act under all-hazards conditions, depend upon the availability of effective communications systems. These systems should support full connectivity, under all conditions, among key leadership, internal elements, other organizations, critical customers, and the public.. A standard nationwide encryption method diminishes the interoperability challenges faced by Federal responders (who previously used different methods) and will provide guidance to local and State agencies when working with Federal agencies.

  Can EPI Mutual Aid Help?

  There is a discussion in another section of this FEMA idea tool on enhancing the role of emergency public information during response to communicate not only warnings, but request to the public throughout the response phase to do or not do certain things that would help save more lives and property and bring the incident to a better and faster outcome.   There is a discussion in another section of this FEMA idea tool on enhancing the role of emergency public information during response to communicate not only warnings, but request to the public throughout the response phase to do or not do certain things that would help save more lives and property and bring the incident to a better and faster outcome. Staffing in an EOC is always an issue. With electronic tools, a virtual Joint Information Center (JIC) could be created as a resource in a area outside of the area impacted by the emergency. The virtual JIC model for this can be likened to a media newsroom where information is shared, processed, approved by management, and released over one or more of the growing number of information systems as appropriate. From a 90 character WEA cell phone message to full blown audio and video for broadcast TV and radio, might not this be added to the range of mutual aid resources within NiMS?

  DISAGREEMENT TO ALIGNMENT: Communications, Private-Sector (Broadcast, CTV, Satellite, Internet Provider, etc.), Public-Private (Public Safety Radio Service (PSRS), Amateur Radio (Military Auxiliary Radio System (MARS), Radio Amateur Civil Emergency Service (RACES), Amateur Radio Emergency Service (ARES) are subject to treatment as Critical Infrustructure / Key Resources Critical infrastructure are the assets, systems, and networks, whether physical or virtual, so vital to the United States that their incapacitation or destruction would have a debilitating effect on security, national economic security, public health or safety, or any combination thereof. The Communications Sector is an integral component of the U.S. economy, underlying the operations of all businesses, public safety organizations, and government. Presidential Policy Directive 21 identifies the Communications Sector as critical because it provides an “enabling function” across all critical infrastructure sectors.

  Aligning Resource Typing with Core Capabilities

  The NIMS currently identifies 16 categories as an example for national resource typing. The National Preparedness Goal identifies 31 core capabilities across 5 mission areas. Please share your thoughts on how best to align resource typing with the core capabilities for each mission area as identified in the National Preparedness Goal.   The NIMS currently identifies 16 categories as an example for national resource typing. The National Preparedness Goal identifies 31 core capabilities across 5 mission areas. Please share your thoughts on how best to align resource typing with the core capabilities for each mission area as identified in the National Preparedness Goal. The mapping was performed such that all thirty-seven target capabilities from the TCL were mapped; and each target capability was mapped to one, and only one, core capability (31). In a few cases, the alignment of a target capability to a single core capability is unclear—i.e., the target capability either did not match any core capabilities in a straightforward manner, or could be mapped to more than one core capability. If it could be mapped to more than one core capability, then Planning, training, equipping, exercising, evaluating, and taking action to correct and mitigate should be focused on the multiple core capabilities. This Alignment does not appear to be disruptive. Many activities listed under the Communications target capability address communication systems and networks, and their ability to adequately function. These align to the Operational Communications core capability definition. So should we redesignate a COML (Communications Unit Leader) as an Operational Communications Unit Leader (OCUL)?

  300 & 400 revision

  The 300 & 400 classes need healthcare centered versions. Currently everything is Police, Fire and Public Works which doesn't suit healthcare at all. The 100 class has already set the precedent, why not the advanced classes?

  Make NIMS/ICS more security focused

  NIMS/ICS lacks a security component. With incident management being both natural disasters and man-made disasters (e.g. terrorist attacks) their seems to be a lack of terminology or wording within NIMS that focuses on preparation for man-made disasters. It is important to realize incident management on a natural disaster and terrorist disaster while similiar will have other components that need to be addressed within ...more »

  NIMS/ICS lacks a security component. It is important to realize incident management on a natural disaster and terrorist disaster while similiar will have other components that need to be addressed within each

  For example, under Component II of NIMS, Communications and Information Management, it does mention breifly the need to use encryption or tactical language, but there is clearly no mention under the Component IV, Command and Management, which is the ICS section of NIMS stating the need to never use anything other than "plain english and common terminology". This is a major mistake to leave out the need for encrypted or tactical language under ICS. Training future incident managers to train their staffs to only use common terminology makes us vulnerable during man-made disasters. There is a time and place to use tactical or encrypted language as terrorists have been known to stage secondary attacks on emergency responders. The use tatical language during ICS will help emergency responders better protect themselves. A sectiion under Component IV of NIMS under the ICS section should note the use of tactical language under certain incidents.
