  Contracts and MOUs to provide sign language interpreters & CART

  Effectively communicating with people who are deaf or hard of hearing is essential, and it would be helpful to enter into contracts and MOUs in advance of a disaster to ensure the provision of these services. Partnering with local Centers for Independent Living would be helpful. It is also important that all public announcements include sign language interpreters and CART (captioning).

  The Need for Accessible Examination Tables

  People with spinal cord injuries will need accessible examination tables. There is a need to identify who has them and use them most efficiently. There needs to be coordination in advance of a disaster. It may be advisable to stockpile extras, and arrange contracts in advance to purchase them and transport them.   substance abuse prevention needed

  Promoting substance abuse and violence prevention following the Joplin disaster has been incredibly beneficial to reducing further disaster from increased substance abuse, domestic violence and child abuse and neglect.

  Think Tank - Planning for Recovery

  For recovery efforts to be successful, we need to strongly consider the resources that can be brought to bear from our partners in the private sector.

  Also, we can learn a lot from the recovery planning initiatives that the private sector has been addressing for some time now. Search the internet for recovery planning, and the majority of the hits will be associated with efforts undertaken by the private sector.

A specific focus on what human services are needed, in order of priority, the nature of those services (temporary, transitional, stable/traditional), and the resources available and needed to provided those services will help apply a rational approach to the human services element of recovery. The opportunity exists to approach the HSI much like the transportation, communication, technology or physical infrastructure will be approached. By identifying and gathering HS professionals (practitioners and administrators, the citizens of Joplin can have their personal and service system needs developed in lock-step coordination with other recovery efforts.

Acceptance allows the government to form partnerships with civil society and commerce to work on recovery plans as a “whole community project.” Look at the SPUR website in San Francisco to see how this is being done. Once acceptance occurs is more city departments are brought into the analysis, dialogue, action process, because the issue is no longer one for the Emergency Management and Safety sectors, but the city at large.

  Dropping water from helicopters is a wonderful help - but a short term fix. We need solar powered water purification systems that use surface water and can be dropped or driven into place in the first few days of disaster. Much better than plastic water bottle drops. Longer term solution for when TV cameras go home and people are left to fend. They will still have clean drinking water.

Put some on the Emergency Ops Ctrs - not for all communications and operations but for "minimum mission critical communication profile". When all gird goes down, we still have minimum profile working. MERS then knows exactly what to expect when they get to devastated area. The EOC will have 4.9Ghz ...more »

Backup power for cell towers requires far too much power for common sense approach. Must define "minimum mission critical communication profile" for all situations. Who must talk? What frequencies MUST be up? Power those with renewable energy. We have single TRX base stations that run 22 watts ...more »

What frequencies MUST be up? Power those with renewable energy. We have single TRX base stations that run 22 watts - they are all over India and Africa. Two solar panels and two batteries and we have GSM cell coverage in an area. Not enough for all....but the base stations connect with WiMAX, Point to Point, Point to MP, etc. and have single sat com backhaul - all on solar --more to follow

  This leaves determination up to the recommendation of FEMA regions and then determination at the leadership levels by leadership to some emotions.

  A possible change for funding of Individual Assistance (IA) declarations would be to award a percentage of Public Assistance (PA) declarations for Individual Assistance. Current funding to assist Individuals during a declared IA disaster is not equal, equitable, or even comparable to a PA declaration.

  In any disaster situation the chain-of-command, as regards who does what & when, starts w/ individuals, families, businesses, organizations, Emergency Managers, & various government entities (starting a the local level & moving up-the-ladder). Each participant in the response needs to be aware of established chains-of-command for every area, and each type of disaster ... and they need to know the typical response time ...more »

  In any disaster situation the chain-of-command, as regards who does what & when, starts w/ individuals, families, businesses, organizations, Emergency Managers, & various government entities (starting a the local level & moving up-the-ladder). Each participant in the response needs to be aware of established chains-of-command for every area, and each type of disaster ... and they need to know the typical response time to move from one level to another. FEMA has published some command information for managers, but it would help reduce disaster panic if the general public had easy access to this information. The bonus of such publication is that people will have a better idea just how long they need to take care of themselves before help should arrive.

  One step FEMA can take is to coordinate with developers, real-estate agencies and new property- and business owners so that, in a more relaxed setting, they can be provided written documentation and/or online education on the general FEMA process.

  This could reduce the negativity that often surrounds FEMA during disaster recovery. In addition, if homeowners and business owners know what they can expect (granted that things change,) they may be further encouraged to take their own steps to mitigate the effects of disasters on their property, thus becoming less impacted, should one occur.

Many communities and large corporations jumped aboard and implemented emergency plans reaching out to neighbors through the planning and preparedness processes.   Many emergency managers and response teams from all levels of government have adopted much of the ICS and NIMS systems and we (the nation) are notably closer to our goal of strengthening the National Framework than ever before. Many communities and large corporations jumped aboard and implemented emergency plans reaching out to neighbors through the planning and preparedness processes. We learned networking is key to an effective outcome in the success of emergency preparedness. While our road is long we have to move on to the next level, correct some mistakes along the way, and rethink the impossible. My list is long with improvement ideas, and the budget is limited, however not all takes a lot of money if we spend it and oversee it wisely (key point) but on top of the list are:

  Public Outreach - Rural or City. Reaching outside the emergency management arena will be a huge challenge, especially in rural communities. Collaboration between local, state and federal government will be key to success. Schools, churches and other organization (large and small) within a community need to be engaged in this process.

  Rural Community Training – Much Homeland Security money was thrown at smaller communities often with volunteer responders, stop spending money and enforce and oversee valuable training program through a traceable mean such as a data system that is equally used across all regions (yes I know, not another data system…and am reaching for the stars that we actually could invent a system that is used across all regions but that’s a whole other idea of improvement).

  In order to continue improvement of emergency management & disaster recovery capabilities, new technologies & products will be needed. To improve the cost effectiveness of such efforts, these technologies/ products need to be dual-use or multiple use

  An example of the above technique is a GIT Satellite pager our charity, NPI, helped design to meet an array of special needs related to disaster recovery, remote areas telemedicine, barter trade, special operations, & first responder activities. For those forum members easily offended by promotion let me say I am not promoting this product ... I am using it as a good example of a multiple-use technology/ product.

  The GIT Satellite pager is a two-way, text-messaging pager w/ foreign language & encryption/ decryption capabilities (for security), using "burst" transmission to greatly reduce satellite time for point-to-point secure communications, worldwide. Each pager has a hand-crank generator, & and automatically provides unit I.D. & GPS location. A flashing light, and/or vibrator is used to indicate an incoming message. Thus far, this pager has proven perfect for as a communications tool in all the above named applications.

  Given the shortages of time & funds, the duel-use or multiple-use solution makes it far easier to recover the development costs for new EM technologies/ products. This is a win-win-win solution for improving emergency management (EM) & disaster recovery capabilities.

  The four-page "DRAFT Mitigation Framework Guiding Principles" doesn't really mention hazards until well into its third page. For our documents to *really* invite comments and commitment from the general public (or indeed, anyone outside of ourselves), it needs to use language that is self-explanatory, as much as possible. Mitigation is not a word that was meant to simply be tossed around on its own, in isolation. SOMETHING ...more »

Most people won't have any idea what is being referred to, and they will quickly stop reading. In all of our guidance and products, we need to specify that we are talking about "hazard mitigation" or "risk mitigation."

  One on the major hurdles of providing healthcare in Mass Care shelters or Alternative Care Centers is healthcare accreditation. Another obstacle to providing care is the Mass Care Shelters/Alternative Care centers are not established as a receiving point for medical materials (pharmaceuticals, medical supplies and equipment).

  Solving these two issues requires a lot of coordination and much effort, but I would be delighted to work this issue for DHS/FEMA Health Affairs.

  The result of resolving these two challenges would be superior care and greater hospital participation. Hospitals could recruit staff (Extra Hires) and pay the care givers as well as pay for the supplies ordered via their supply chain throughout the response and recovery stages of future disasters.
