Here's the problem. Out of 566 Tribal Nations less then 10% participate in National Flood Insurance Program. Because it was not written for federally recognized Tribes. SO that eliminates HOW many FEMA grant programs? Three (3) grants in total but eliminates up to five (5) funding streams. New Mexico has the third highest population of Native Americans.
New Mexico has had 7 Major Disaster Declarations; 25 Fire Management Assistance Declarations and 1 Emergency Declaration in 10 years.
Of the 7 major disasters in New Mexico,
~$64,500,000.00 was awarded in Public Assistance alone. (I did not include Individual Assistance) - that means
~$9,675,000.00 or 15% was available for HMGP.
And, 7% of the grantee's ceiling is awarded for mitigation planning grants. And, that is
~$4,515,000.00
Of that how much REALLY makes it down to Tribal entities to develop mitigation plans?
SO if HMGP is such a great program, of the total - how much of the funding REALLY make it to Tribes? How much of the funding result in Tribal mitigation plan?
Mitigation planning is the foundational component of ANY emergency management program and TRIBES need that funding stream to create emergency management programs. Because we ain't gonna qualify under any other DHS/FEMA funding stream....
