FEMA has always based the LOMA unit cost on a per case rate. Maybe FEMA should look at the cost on a per structure or property basis. A case may have one structure/property or may have hundreds of structures/properties. In addition, FEMA has historically procured LOMA processing under a cost reimbursable contract vehicle. FEMA may get a lower cost for LOMAs by procuring LOMA processing under fixed price contract vehicle. However, there can be high variability in the number of LOMA requests that FEMA receives in a year and it has been proven to be difficult to project how many LOMA requests will be received in a period. If FEMA procures LOMAs under a fixed price contract vehicle FEMA will need to exhibit flexibility in contracting to deal with the variability in LOMA receipts.
