When map revisions are concurred to by a community, the submittal is sent to FEMA for review. Prior to FEMA approval there are usually cycles of comments and revisions which do not always involve the community. Once approved, the final FEMA approved mapping and analyses can differ significantly from the community approved analyses and mapping that the community has on file. There is no requirement currently that the community be provided, or obtain the final FEMA approved versions for their records. This has surely created numerous difficulties nationwide when communities provide the files they have for engineers to build upon, only to find out later they were not based upon the FEMA approved effective models. FEMA should adopt a step in the LOMC finalization process that requires FEMA staff to provide, and receive confirmation of receipt of, the final approved package to the community prior to, or concurrent with the issuance of the determination document.
