I dont like this section much. This section seems to talk about resilience, preparedness, and bunch of other things. I'm not sure how "Risk" is a guiding principle. I can see an "Accurate Risk Assessment" helping to guide mitigation but the current section is confusing.
Also, I don't like how the current "Risk" section talks about how a "Risk and Disaster Resilience Assessmnet" is used to prioritize vulnerabilities. This is not the case. If it was, then we wouldn't be spending hundereds of millions of dollars on homeland security grants for small towns that no terrorist would even target. That money would be better used for mitigating for an "All Hazards" approach.
