Over time, we need to shift focus of citizens’ response and recovery expectations from federal level to local and state/territorial/tribe levels (correct public misperceptions and inflated expectations regarding federal role in response and recovery)It is important to educate the general population on concrete steps that can be taken to minimize (mitigate) risk such as strictly enforced building codes, flood insurance rates commiserate with risk, safe rooms, etc.

Publicly funded programs should support these changes such as low interest loans or grants for safe room construction or public buy outs of properties at high risk of repeated flooding to allow home owner relocation.

The general public and small and medium sized businesses should be directly involved in exercises. (Could be added to high school requirements like service projects are required in many areas.)
