It seems that because public and college libraries are already set up with security that setting them up either as places for the disaster responders to rest/relax at and/or to provide shelter is logical and would require minimal efforts. For example, why not provide back-up generators for libraries and contract with them to aid in a disaster instead of closing up?
The same for athletic clubs that have security and ample showers and room to accommodate either disaster responders and/or shelter during/after a disaster. Again, providing back-up power generators would be a small investment in a place that is already set up to render assistance both during and after a disaster with minimal investment and planning.
