Taking Action: Creating Model Emergency Management Plans for Schools, Institutions of Higher Education and Houses of Worship

Online Training for Schools (free to districts)

The Los Angeles Unified School District (LAUSD) has developed an online employee training program to accompany the substantial all-hazards emergency plan already in place at each of our schools. Called the Safety Training for Emergency Preparedness at Schools (STEPS) program, the courses allow us to offer consistent training in the practices and procedures embodied in our school safety plans and district policies.

LAUSD is currently developing a plan to make all of the course videos available to other school districts at no cost. We expect to have this offering in place within the next 30-60 days. The STEPS program is a series of 40 short, video courses funded by a REMS grant awarded to LAUSD. Each course offers practical advice about a single emergency topic, such as lockdowns, threat assessment, search and rescue, classroom hazards, the Incident Command System (ICS), and personal emergency preparedness. Emergency management is always discussed using ICS principles. Each course encourages employees to seek further training via federal programs such as CERT training and FEMA online courses.

We monitor employee progress, and include a pre- and post-assessment and a certificate of completion in every course.The STEPS program has been quite successful; courses are very highly rated by participants. Participation in STEPS is voluntary, and almost 8,000 employees have participated since the program began.
