Intellectual Property Theft

FEMA employees should be held accountable for following Intellectual Property Theft laws. I have observed several employees in FEMA that take credit for their colleagues work to advance their careers within FEMA. The employee should not take credit for someone else's work. Family Care Plan

With the growing number of Disasters across the nation and the need for FEMA employees to be deployed, it would be beneficial for each employee to have a Family Care Plan. changes to law - regulations - policy based on large events

After a year like 2017 we will be faced with hearings, audit findings and policy changes based on the events we experienced. I believe we don't need these type of changes that create more cost with no result for our normal years activities and event size. A year like 2017 shows that the current policy for a reserve staff actually hinders our ability to respond with trained capable staff. in the past we had many retired employees that would work a few months out of the year to keep busy and they brought a wealth of varied experience to the events. Our current policy makes that impossible as retired people don't want to be available 12 months out of the year so they quit. ...more »

The GPRA MODERNIZATION ACT OF 2010 (https://www.gpo.gov/fdsys/pkg/PLAW-111publ352/pdf/PLAW-111publ352.pdf) establishes guidance for government Agency Strategic Planning. Using photographers at the begining of events-both PA and IA

FEMA should be deploying photographers and,when it is indicated, videographer when a disaster occurs. Photographers, and not those who only use cell phones, should be sent out with the PDA teams to insure that quality images will be produced.
