As for preventing school/churches shootings, do not underestimate the creativity of those with mental illness, please invite us to get on boards to help solve this problem. People say law enforcement, mental health, educators, and government personnel should talk to each other; I say government and various tech companies should talk as well. Someone could bring tech companies products together. The homes nearby schools/churches, ...more »
FEMA employees should be held accountable for following Intellectual Property Theft laws. I have observed several employees in FEMA that take credit for their colleagues work to advance their careers within FEMA. The employee should not take credit for someone else's work. This is not tolerated by academy, nor should it be tolerated within FEMA. It is appalling that dishonest employees advance their careers based on ...more »
With the growing number of Disasters across the nation and the need for FEMA employees to be deployed, it would be beneficial for each employee to have a Family Care Plan. Family Care Plans are used within the armed forces. Emergency Managers must be available for duty when and where the need dictates without interference of family responsibilities. Deployments are frequently sudden, leaving an Emergency Manager little ...more »
After a year like 2017 we will be faced with hearings, audit findings and policy changes based on the events we experienced. I believe we don't need these type of changes that create more cost with no result for our normal years activities and event size. I submit that we should create programs and policy "plans if you will" for these situations but not impose such changes on every future event rather have them available ...more »
A year like 2017 shows that the current policy for a reserve staff actually hinders our ability to respond with trained capable staff. in the past we had many retired employees that would work a few months out of the year to keep busy and they brought a wealth of varied experience to the events. Our current policy makes that impossible as retired people don't want to be available 12 months out of the year so they quit. ...more »
I received the Blue Campaign email, screening is critical, here is what I'm promoting: - PURPOSE: The purpose of this topic is to assist DHS, Law Enforcement and others to differentiate between Prostitution and Human Trafficking, by introducing a New Official Screening Tool. - TIMING: During immigration enforcement DHS and other Agencies will likely encounter increased Human Trafficking conditions that must be recognized ...more »
The GPRA MODERNIZATION ACT OF 2010 (https://www.gpo.gov/fdsys/pkg/PLAW-111publ352/pdf/PLAW-111publ352.pdf) establishes guidance for government Agency Strategic Planning. FEMA has developed a Strategic Plan, but has this strategic plan trickled down to all cadre/offices in FEMA? I don't believe they have. Are the projects of each cadre/office within FEMA aligned to the FEMA strategy? The answer is, NO. Does every ...more »
We have a unique opportunity to survey the opinions and insights of our Surge Capacity Force (SCF) members during their limited tenure with our organization over the last several months. Recommend a survey instrument be developed and sent to each member that captures their experience with FEMA, to include onboarding, 3 up / 3 down in terms of their experience, and any recommendations for consideration.. This data should ...more »
FEMA should be deploying photographers and, when it is indicated, videographer when a disaster occurs. Photographers, and not those who only use cell phones, should be sent out with the PDA teams to insure that quality images will be produced. This not only frees up the PDA team members but, as previously stated, provides quality images that can be used to not only document the activities but also be used for training, ...more »
I know we have DART, and they are a good resource. But they also are "blue skies" Contracting Officers. Can FEMA get some Contracting Officers or Contracting Officers Representatives that are more flexible and more inclined to understand the exigencies of an emergency response and its impact to contracting services or materials. We can all be bound by all the laws and regulations, but we also should be encouraged ...more »
The system and process needs to be upgraded. Survivors register, then are almost always denied not knowing that the next step is to apply to SBA. If this is the process then I suggest the SBA application be part of the initial registration.
Show Reservist Education Level in DTS. It would create another tool to evaluate reservist's abilities
Waze is the world's largest community-based traffic and navigation application. According to their Web Site, the application allows a person to join other drivers in their area and share real-time traffic and road information, saving everyone time and gas money on their daily commute. FEMA could use a Waze-like application (recommended name: ResponderView) to gain situational awareness and assist with initial assessments ...more »
A short time ago I witnessed a sad day in FEMA, There was this individual retiring from the agency after many years working in the field in one of our programs, and what a shame it was that this occasion went really unrecognized, the individual was handed one of our typical disaster appreciation certificates and was sent on they way. It's no wonder why we can't retain folks in FEMA, as the agency and many in management ...more »
Regions should go back to managing disaster reservists and the concept of ERT teams should be resuscitated with integration of the IMATs.
