FEMA wants to ensure that the BRIC program incorporates best practices for evaluating projects' performance. How should FEMA measure project success and failure?

FEMA seeks your opinions on:

  • The best ways to evaluate grant projects to determine success and failure
  • What methods or tools FEMA should use to collect data (and the type of data that should be collected)
  • How communities can set risk-based goals for mitigation grants, and then track performance against those goals

States Should be Polled for Evaluation Criteria

Project proposals can be evaluated in many ways, but the current evaluation system that FEMA has offers a lot of subjectivity and in many cases isn't clear as to how two projects may stack up against each other. It may be beneficial to poll states on how the prioritize their HMGP and PDM/FMA funding cycles for ideas. Projects should be evaluated and monitored against a set of clearly defined performance metrics, designed to measure progress towards economic, social, cultural and equity-based goals. Loss Avoidance Studies (LAS) illustrate project success and can be invaluable to effective planning processes, but can take significant time and resources to develop and document accurately. Establish BRIC funding for LAS, and call it Evaluation Assistance.
