Employees should be matched with GS levels that are appropriate to their education and experience (example: a person with a MPA/MBA/MPH should not be placed in a GS 5/7/9 job). FEMA Forms Avalanche

This agency has a million different forms that do a million different things, and only 7 of the forms make any real sense. Many forms require signatures for seemingly no reason whatsoever. The best example is the physical fitness program. Recruitment of Reservist and CORE

Why doesn't FEMA adopt the policy that DOD, DHS, has in effect to hire reemployed annuitants? This would help to increase the workforce with knowledgeable retired employees from these agencies. Reemployed annuitant should not loose their annuity. The annuity they are currently receiving was computed based on the previous years of employment, and should not be an offset to the current period of employment.

PA New Model

The PA New Model is currently in Stage 3 (MO-4317) with a "Full" operational capability planned for January 2018. There is one CRC (Consolidated Resource Center) in Denton, TX with Winchester, VA to role out with Stage 4. The "New PA" web site shows Stage 4 starting in September 2017 and as the "Review and Award" phase. If we are "this close" to full implementation then why is nothing about it in the Strategic Plan? In order for states to receive a Major Disaster Declaration, there is a pre-determined damage threshold they must reach. If a PDA team comprised of FEMA, State, and Local employees conduct an assessment that is deemed to meet or exceed that threshold, FEMA should think about providing an immediate payment based on that minimum. Job Fair for Veterans at the Omni Shoreham Hotel ? Here's a thought how about using the social network forums we have in place. Like Face Book LIVE, Twitter cost zero. With information - where and how to apply - jobs available, and refer to USAJOB.gov . Some VA office or hospitals have refer a veteran programs. I cannot see folks from VA, PA, MD, WV driving to DC for a job fair. Not to exclude other states…

New Employee Orientation

All new employees should be required to take ICS 100, 200, 700, and 800 at EMO/FMO. Additionally, they should print the certificate for verification that it was taken. When taking ICS 300/400 in Anniston it was received that their were several employees who had not take these courses prior to being enrolled in the course. They had a really hard time in ICS 300/400.
