Building PODs of support in states can be an effective way to support all phases of emergency management. Building on the idea of fusion centers, FEMA can leverage it resources more appropriately by working in smaller cells closer to major cities, state offices, and or regional facilities. As all as merging some resources in co-located facilities with like functions to support our state partners more effectively.
FEMA should look at building a culture of leaders through a business strategy called talent management. Attracting and retaining talented employees, in a talent management system, is the job of every member of the organization. For a culture of leadership to exist beyond being a policy or internal directive, the entire organization must be involved. Private industry could be leveraged to play a larger role in disaster recovery. Building upon partnerships with company's like Amazon, Costco, Walmart, and others could help support and play larger roles on the road to recovery. We need to look further into the future at our internal and external efforts for man power and logistical support to help bridge the gap and tap into larger markets. A focus on Strategic Foresight and Resiliance in the Hazard Mitigation Grant process could yield long term costs benefits. For years we have been granting money with little effort spent on evaluating the down stream benefits.
