There should be a public-private initiative to create a captive insurer for small businesses to purchase affordable business interruption coverage that will allow them to recover after a disaster-related loss of business/damage to stock
FEMA should have a policy under which the police and/or National Guard supervise removal of perishable foods from food stores during disasters, with immediate compensation to the store owner (to be repaid from insurance proceeds when they become available). Restaurants should be encouraged to process biodiesel from their spent oil and keep it (safely stored!) onsite to power generators in case of power outage.
Although the loan program is administered by the SBA, it is very confusing to potential applicants. The loan progrma should be re-designated as "FEMA Part II" or "Loans for FInancially Able Families" or something else that is more informative and does not discourage participation.
ERISA should be amended to allow nationwide longterm recovery bonds to be acceptable investments for retirement plans, including IRAs and 401(k)s.
Social Security Act should be amended to clarify that income from recovery bonds does not affect Medicaid eligibility.
